Germany's MSc programmes span the TU9 technical universities (RWTH, TUM, KIT, TU Berlin, TU Dresden and others), classic research universities (LMU, Humboldt, Heidelberg, Frankfurt Goethe, Cologne), and applied-science schools that lean industry-connected. Most public MSc programmes charge no tuition beyond a €150–€400 semester contribution — Baden-Württemberg non-EU is the standard exception (€1,500/sem).
