How we count programmes per city

What counts

• Degree level: master’s. Bachelor and doctoral programmes are out of scope.
• Language of instruction: English (or multilingual where English is explicitly one of the languages).
• On-record completeness floor.A programme qualifies if the row on file has a name, degree level, language, an institution with a city, and enough structured data to render the front-page block (details in the source-code’s isLaunchableProgram predicate; deliberately encoded so the count matches exactly what a student would see on the browse surface).
• Institution attribution.A programme belongs to the city of its home institution’s primary campus. Multi-campus programmes surface at the primary-campus city; a future refinement will show them at every host city.

Coverage honesty

The stat row on a city page always names WHICH FRACTION of the programme count has a given fact recorded — e.g. “318 programmes · recorded fees on 105 of 318.” A number without a coverage fraction implies universal coverage; where we don’t have universal coverage, we say so on the same line as the number.
